On Tuesday, Representative Chip Roy introduced a House companion to Senator Ted Cruz's Highway Formula Fairness Act. This legislative proposal aims to ensure Texas and other states receive a fair share of infrastructure funding from the federal Highway Trust Fund (HTF).
Texas has historically received less than 95 percent return on its contributions to the HTF via the federal gas tax. The new legislation seeks to establish a minimum guarantee for fuel tax revenue that states receive, based on their contributions to the fund.
Representative Roy stated, "The Highway Trust Fund has repeatedly shortchanged Texas, even though our state contains more interstate miles than any other state of the union. All while Texas bears massive infrastructure burdens associated with being the 8th largest economy in the world, energy production, and countless illegal border crossings."
He added that this is why he and Senator Cruz have introduced this legislation to allow states like Texas to retain more of their contributions for improving critical infrastructure.
The bill is co-sponsored by Dan Crenshaw, Jake Ellzey, Brian Babin, Ronny Jackson, and Randy Weber.
